Abstract
As is shown in the latest achievements in scientific research and major developed countries’ relevant experience,industry-university-research strategic alliance serves as a crucial way to improve independent innovative ability.
With such alliance being an important path to achieve independent innovation and innovative system with
Chinese characteristics, government is expected to enhance its policy guidance and create favorable policy
environment during industry-university-research cooperation.
