Abstract
The Knowledge Intensive Business Services as an important part of the national economy and the nationalinnovation system of the second knowledge base, is beginning to attach great importance to the country. At
present, Knowledge Intensive Business Services have become the most active group of innovation. The article
first elaborates the meaning of Knowledge Intensive Business Services. Then analysis the role of KIBS in
innovation system and the development trend of KIBS. On this basis, it comments on the policy to promote the
innovative development of KIBS advices for government.
