Abstract

The following are the two vital purposes of this research, 1) to explore tentative proposed policy recommendations at Guangxi Arts University 2) to develop proposed policy recommendations for quality management of labor education at Guangxi Arts University in order to be included of the policy objectives and means. There are 4 main steps for proposing policy in phase 1 are documentary research, institutional research survey, multi-case study and important meeting. The substantiation for policy proposal will be phase 2. Meanwhile, in-depth interviews with experts and focus group discussion (FGD) will be the procedure of validation. The summarized result from stage 1 is provided to participants for their personal opinions and recommendation of operational seminar. Then the managements of labor education in Guangxi Arts University are received the result of analyzed and synthesized the results of detailed interview with experts and the key group discussion for drafting the proposal. The outcome of research study show that the policy recommendations with the research vision that aims to change the university to be excellent. This provides the significant missions as follows: 1) serving the national strategy and social development as its own responsibility, promote the comprehensive development of multiple disciplines, and highlight the advantages of characteristic disciplines. 2) increase the awareness of quality management, guide full-time teachers and managers to take quality management as an important starting point to improve work efficiency, and improve their ability in quality management, and contribute to the development of schools and society. 3) to use quality management in teaching and administrative management, which promote the development of schools and society. There are 12 quality management of labor education strategies and 4 policies which are quality planning, quality control, quality assurance and quality improvement in which each topic has 3 policies.
