A Model for Using Evaluation Results to Enhance Education Quality in Schools Managed by the Department of Learning Encouragement

Abstract
This study aimed to develop a model for utilizing evaluation results to enhance educational quality in schools under the Department of Learning Encouragement. A research-and-development design combined with a mixed-methods approach. The study was conducted in two phases. Phase 1 evaluated the current conditions and needs related to using evaluation results for improving educational quality. A multistage random sampling method was employed, and the sample size was determined using Yamane’s (1967) formula, which resulted in 178 institutions. Data were collected from school administrators, quality assurance personnel, and educational staff, totaling 534 participants. Data collection involved a five-point Likert-scale questionnaire with open-ended questions and was analyzed using percentages, means, and the Modified Priority Needs Index (PNImodified), along with content analysis. Phase 2 focused on developing the model through semi-structured interviews with 11 subject-matter experts, followed by validation of the proposed model by 12 specialists. Data were analyzed using mean scores and content analysis.
The findings showed that PNImodified values ranged from 0.89 to 1.53, with the top priority being increasing administrators’ and teachers’ awareness of using evaluation data in policy decisions. The model included five components: (1) principles, (2) objectives, (3) operational processes, (4) evaluation of how the model is implemented, and (5) expected outcomes. Expert review indicated that the model had a high level of appropriateness (̄x = 4.42) and a very high level of feasibility (̄x = 4.83).
