Development of Administrative Strategies for the District Learning Encouragement Center in the Digital Era

Abstract

The purposes of this research were 1) to study the components of the Administrative District Learning Encouragement Center in the digital era, 2) to study the current conditions, desirable conditions, and the needs for developing administrative strategies for the District Learning Encouragement Center in the digital era, 3) to develop administrative strategies for District Learning Encouragement Center in the digital era and the strategy-diver manual for implementation, and 4) to evaluate administrative strategies for District Learning Encouragement Center in the digital era and the strategy-diver manual for implementation.  The samples/key informants consisted of 5 experts to confirm the appropriateness of the components; 309 administrators and educational personnel to study the current conditions, desirable conditions, and the needs for developing administrative strategies; 10 experts for focus group discussions; and 9 experts to evaluate administrative strategies and the strategy-diver manual for implementation. The instruments were a 5-level rating-scale questionnaire, an interview form, a focus group discussion record, and an evaluation form for the strategy and strategic implementation manual. The statistics used included percentages, frequencies, means, standard deviations, the modified priority need index (PNImodified), and matrix analysis. The research results were as follows: 1) The components of the Administrative District Learning Encouragement Center in the digital era consist of 10 elements. The appropriateness of these components was confirmed by five qualified experts, all of whom agreed 100 percent. 2) Current conditions of the Administrative District Learning Encouragement Center in the digital era, in the overall and each aspect, were at a high level, while desirable conditions, overall and in every aspect, were at a high level. The priority needs for developing administrative strategies, from the 3 orders of the highest PNImodified, are as follows: (1) Information technology, (2) Learning organization, (3) Student support and care system. 3) Strategies of the Administrative District Learning Encouragement Center in the digital era consisted of: Vision, 5 Missions, 5 Goals, 6 Strategies, 26 Implementation Guidelines, and 33 KPIs.  The Strategy-driver Manual for Implementation is structured into four main parts. 4) The evaluation results of the strategies and the strategy implementation manual indicated that both were rated at the highest level in terms of appropriateness, feasibility, and usefulness.
