The Scenario of Becoming an Innovative Organization of City Municipality School

Abstract
This study aimed to explore, analyze, and propose a scenario for city municipality schools to become innovative organizations. The research was conducted in three phases. Phase 1 examined the feasibility of innovative organization trends using content analysis and the Ethnographic Delphi Futures Research (EDFR) technique with 17 experts. Phase 2 verified the scenario through Confirmatory Factor Analysis (CFA) with 312 participants. Phase 3 developed and refined guidelines via a focus group with 8 experts. The findings revealed five main aspects of an innovative organization: structure, culture, atmosphere, vision, and leadership comprising 22 trend events and 113 sub-trend events. CFA results confirmed a good model fit with factor loadings between .745 and .991, and CR and AVE values meeting standard criteria. The prioritized guideline indicated that organizational culture is the most influential factor, emphasizing opportunities for idea initiation, acceptance of failure, and shared learning forming the foundation for sustainable innovation in city municipality schools.
