Participatory Network Administration Model for Improving the Quality of Early Childhood Development Centers in Thailand

Abstract
This research aimed to 1) study composition and indicators, and to study current condition and desirable condition of participatory network administration 2) To develop model of network administration with participation for higher quality in early childhood development center. 3) To study the result of model. This research was divided into 3 phases. 1) was to study of both current condition and desirable condition, including needs for participatory network administration for improving the quality of early childhood development centers. The sample group was 368 persons the method was multi-stage sampling. 2) was to create the model of participatory network administration for improving the quality of early childhood development centers and connoisseurship among 9 experts. And 3) was to implement and evaluate the result by 18 experts. The research tools were questionnaire, evaluation form, interview form. The statistics used were percentage, average, standard deviation, and analysis of Priority Needs Index (PNI modified). The results were found that
- According to synthesis of theories and related research, it was found that there were 5 components of participatory network administration, namely: 1) participation in planning 2) participation in work operation 3) participation in decision making process 4) participation in benefit sharing, and 5) participation in monitoring and evaluation. The current condition in early childhood development centers administration was in high level while desirable condition was in the highest level. And Priority Needs Index indicates that the highest needs were locations, environment, and safety. 2. The model of participatory network administration was POCOI SMART which is consisted of 5 developments regarding the compositions with time frame of 7 weeks and the result of evaluations in propriety, feasibility, accuracy, and utility was all in high level. 3. It was found that administrators and those with knowledge and understanding recognized their roles in operation of participatory network administration. And the evaluation result was in high level.
