The Functional Definition of Government in Western Human Capital Formation

Abstract
Economic development in western regions of China depends largely on formation and accumulation of humancapital, and the promotion of western human capital formation is the important responsibility of the government.
Combining the properties and the function modes of functions of the government, the functions of government
for human capital formation in the western regions of China are defined from two aspects of management
function and service function.
