Abstract

This article deals with the ways of improving the innovative capacity of socioeconomic systems based onformation and development of innovative clusters; justifies the need for implementation of the cluster approach,analyzes the models and mechanisms for developing an innovative socioeconomic system, tools, and trends inscientific and technological development of the country; provides with the guidelines to improve the incentivemechanisms for the innovative activity and with innovation policy tools.
